by your Department, for as all three of them refer to the same matter, I think it will be sufficient to give a summary of them, extracted from official documents, and subsequently of the observations to which these documents give rise, without special reference to the opinions expressed by Chinese residents in the Country to the British and Chinese Legations, as the same arguments are repeated in all three complaints, and because they contain so many absolutely unfounded assertions that it would be wearisome to refute them one by one.

Superior Board of Health. Mexico. Section No.1984, Senor Jesus M. Rabago, the Legal Representative of the "China Commercial Steamship Company" in his Note No.83 of the 20th of April last informs this Board that the Steamship "Suisang" of the abovementioned Company sailed on the 3rd of that month from the Port of Hong Kong for Salina Cruz, where she should arrive, assuming that the voyage be made in the usual time, between the 7th and the 9th instant. She has 520 Chinese passengers on board. I send this for your information by order of the President of the Board.

After explaining the main facts and basing my explanations entirely on official reports I shall make such comments thereon as appear to me all-sufficient for the purpose of completely refuting the charges brought against the Sanitary Commission at Salina Cruz. With this object in view permit me, Monsieur le Ministre, to transcribe in their entirety the telegrams exchanged between the Superior Board of Health and the Sanitary Commission in the Port of Salina Cruz with reference to this matter.
They are as follows:-
No.2. From Salina Cruz, May 14th 1908. I have the honour to inform you that the China Commercial Company's Steamship "Suisang" has just anchored in this Port.
